By effective, I mean that she executes her responsibilities with class and competence. I never said anything about the policies she enacts or is asked to enact. While I'm on the topic, Colin Powell gets my vote over pretty much anyone and the Bush adminstration should be ashamed for driving such a great talent and great man out of politics.
